CakePHP is by far simpler and friendlier whereas Zend is complex and costly. Having worked Zend for the past week I found I spent most all my time tweaking when I should have been developing. I pulled Zend Studio, Core out of my computers because of the stated reasons.

 

Previously in the quest to find simple because I'm lazy, I tore out symfony too - yaml yml that's just another diversion when you could just use industry standard XML.

 

CakePHP is the winner!!!

DarkWater is right... It totally depends. If I have to build a large non-extensible system and I have to build it quickly, I use CakePHP. If I have to build large extensible system like CMS or sth like that, Zend Fw is recommended. I suggest you to learn both and see what you like more...
