Have you tried simply:

I think it is as simple as what Nightslyr said. You can simply check the length of the string if you are doing multiple digit numbers as well:

function leadingZero($num)
{
   if (strlen($num) == 1)
      return "0" . $num;
}

note that when using str_pad(), you don't even need to check the string's length. no padding will be performed if the input string is equal to or greater than the pad length.
