Are you trying to get the font (text) to be bold? If so, use font-weight: bold;

e.g.
<textarea border="0" style="background:#87CEFA;color:#000099;font-weight: bold;" cols="60" rows="10" wrap=on CLASS="TA">

may be a browser support issue there. compliant browsers would normally increase to bold.
