Typical. You'd think as we paid for this (the taxpayers) they would get people who knew what they were doing. Probably cost millions to make this website.

That's awesome, they're doing an awesome job.

I remember this government application form I filled out on the web not long ago, there was a textarea and it said no more then 4,000 characters. I wrote in probably about 3,500 then went to submit and a JavaScript warning said "Please limit your response to 2,000 characters".  Fail.

Yep, same with the E111 card application form, absolute garbage validation, CSS, javascript, etc

You'd think government websites would be top-notch, following standards and actually working correctly. I guess not.

Must be by some ex MS programmers. Produce something that looked good when you showed it to your boss and met the deadline, but don't bother testing it to make sure it actually worked correctly for the people who would actually use it.
