The Do-While Blues

Hello!

 

I'm trying to construct a menu (with the help of dreamweaver) that has two pull down menus (pulling countries and states).  The first one runs great but the second one gives me a blank.  After thinking about the code as best as I could, my guess is that somehow, after the first do while runs, my "mysql_fetch_assoc($rsSchools)" is at the end of the record, and that I need to somehow re-initialize it before the 2nd query.  Any help would be most appreciated.  Please see code below:
