Absolutely.  The primary options for getting up to date versions of php and the various extensions are:

I have used one or both at various times over the years.  One other Repo that has had a focus on PHP is https://ius.io/.

The other option is to run your setup in containers using Docker/Kubernetes/rkt etc.
