To get timestamp from string like "21 hours ago"

Yeah, there is a PHP function called strtotime() that allows English based descriptions of a particular time.  

$hours_ago = strtotime("21 hours ago");

The default output for this would be 21 hours ago from NOW.  This function allows for another parameter (a timestamp) to specify from which time you want '21 hours ago'.  So, if you wanted 21 hours ago from, say Oct 23 2016, you'd have this.  Since strtotime() returns a timestamp, you can use it again as the second parameter.

$hours_ago = strtotime('21 hours ago', strtotime('oct 23 2016'));

or, you could just use a regular timestamp.
