I created this for a client, the client didnt have much money but I used JS menu drop downs / IRC plug in / and many others let me know what you think

Not much to say.  It's three columns with rounded rectangles.  Pretty pedestrian.

The site was super low budget to start off, I will be upgrading it with more later on. Thats why its a simple layout.

Well there really aren't many comments to make about it. The layout works fine in Chrome.  The text is too small in many places for high resolution monitors.  Otherwise, that's all there is.  There's no actual functionality to critique.  There's a page.  The words stay inside the boxes.  Nothing crashes when I click the button to change the words inside the boxes.

On my version of Chrome, making the browser window too narrow cuts off the left-hand column. You can't even scroll to it.

 

Other than that, there's nothing really to critique beyond the fact that you should test your design more thoroughly.

Thats going to be a future fix. The requirement is to fit on the 13 inch Mac, which it does. I will be making it scroll able in the long run.

Assuming the 13" Mac is running a full-screen browser?

It does scroll in Chrome for me, v 20.0.1132.57 m

It scrolls to the right for me, but not to the left. Same version.

As you can see, my scroll bar is there, but it's as far left as it can go.

Same FF14.  On a 23" monitor (1920x1080) where I have my browsers at 50% screen width, having a fixed 1080 width usually isn't a problem. Your problem lies in using absolute positioning with a massive negative offset.  The site will never look okay unless given all 1080px.  Fix that.
