PHP is primarily a web language. Even though it can be used from the command line or even for some desktop applications, that is not what it was designed for and it's not very good at that. Says you. Surely there's somebody who's posted a long-winded, difficult question that could be given all this time everyone seems to have? Basically, he is asking if there is anything Java can do that PHP can't, and if there is, then what can it do? Scootstah gave a good answer though. Your response should be something like: "Java can do xyz that PHP can't. This is useful because of abc." Simple enough for me, although I know nothing of Java - or PHP for that matter. I mean, Java is a well-known platform, and presumably the OP has some experience in PHP. Surely it's not that difficult to compare and contrast the two languages. Even looking at their comparative Wikipedia descriptions would bear fruit.
